House Bill 5 – Endorsements
With Texas high school graduates lagging behind the rest of the nation in rates of postsecondary enrollment and graduation, the 83rd Texas Legislature established House Bill 5, also known as the Foundation High School Program, as the default graduation program for all students entering high school beginning in 2014-2015.
The State Board of Education adopted rules related to the Foundation High School Program in January 2014.
The bill allows students to pursue their interests and focus on a related series of courses in high school to better prepare them for postsecondary education and ensuing careers. It requires eighth-grade students to choose an academic track called an endorsement, which is used to specialize a portion of their high school classes.
